A town in flux, half under Spanish sway, half pirate purview. The hybrid is normal, the exotic somewhat mundane in this place. The coexistence, given the Royal Navy's presence in these waters, is surprisingly civilised — save, perhaps for the small detail that pirates caught stealing in the town are strung up on the spot by their fellows, making the citizens of Santiago the safest from pirate predations in the whole of the Caribbean. Even pirates know better than to befoul the place they call home, and Santiago is the portal of the possible.
